I don’t know about it being expensive to get a dog licensed. My hometown in Texas charges $3 per dog and year for a dog license. New York seems to charge $8.50 per dog and year. Los Angeles charges $20 per dog and year. Doesn’t sound like a fortune considering the basic cost of dog ownership.

Look into the shelter first.
Some require it in the first few days. Others give 1-2 months. Some don’t even require it. Find a shelter and ask them. Registering them isn’t that expensive.
Of course you need to license an adopted dog and, if it is not up-to-date on it’s shots, those need to be done as well.
